I am currently exploring the āManifestation of Interestā program in Portugal as a non-EU national holding an EU work permit in Bulgaria. As I delve into the application process, Iām considering whether it would be wise to seek the assistance of a law firm.

The process is indeed very complex, and rules may change often.
So, a consultation with a lawyer to clarify what steps you should take could be a good idea (and we may be able to recommend one).
However, hiring a lawyer to take care of the process will be extremely expensive, and there is no assurance of either success or a faster outcome for this way (e.g., ManifestaĆ§Ć£o de Interesse).
If you really want to come to Portugal to do the āManifestaĆ§Ć£o de Interesseā, I would recommend you join Facebook groups regarding the subject.
Though those groups are unofficial channels, they often have up-to-date information and several tips to succeed with your attempt.

Unfortunately, I donāt know much about āManifestaĆ§Ć£o de Interesseā (all that I know was shared here), so I wouldnāt offer much help. Itās a very complicated subject, and only those who went through it recently (I never did) are able to explain how to go through the process (thatās why Facebook groups are a great source of information). This is a service that AnchorLess does not specialize in.
All of the information provided here could be considered common knowledge for long-time foreigners in Portugal.
